This pdf guide has been developed for the Teaching Excellence and Achievement Program (TEA) and the International Leaders in Education Program (ILEP). TEA and ILEP are programs of the U.S. Department of State’s Bureau of Educational and Cultural Affairs, implemented by IREX.
